Plans to build 67 homes by Brittains Farm are back

YOU ARE URGED TO RESPOND by Thursday 11th December 2025

Following unanimous approval at our recent AGMs, Ashgrove Area, Redlands and Montreal Park residents’ associations are recommending Option 2 of the Emerging Local Plan and are working as a consortium to have site SEV17 removed.

Sevenoaks District Council (SDC), alongside the local community, fought and won a planning appeal over this site west of Brittains Lane in 2023. Their U-turn is baffling. What’s more, Brittains Lane will come back into sharp focus if Option 2 is not adopted.

We strongly recommend that you, and all adult household members, respond to the Consultation by the closing date, Thursday 11th December.

Autumn update

We promised you an update in the Autumn on where Sevenoaks District Council was getting to with the Local Plan. It was due to be at an advanced stage this year, but for the reasons set out below has been pushed back a year to 2026.
 
As foreshadowed, with a change of Government, a revised National Planning Policy Framework (NPPF) is being developed, upon which the Government have received 1,000s of responses to the mandatory consultation, including from Sevenoaks Town Council and Sevenoaks District Council. As a result, the final form of the new NPPF is not expected until the Spring of 2026.
 
The consequence is that, in turn, the timetable for the Local Plan will be put back by a year, while the Framework is finalised. For those interested in detail the  web address for the papers put before last week’s SDC’s Development and Conservation Advisory Committee is :

One thing is already clear : Under the revised methodology on Local Housing need,  the annual target for Sevenoaks District increases from  circa 704 dwellings per annum to circa 1113, with consequence that none of the Options proposed under the draft local plan will meet them. The result is the Plan will need revising radically and require SDC to release some Green Belt- although Areas of Outstanding Natural Beauty are understood to still be afforded the highest protection against development.
 
In respect of Green Belt, a new sequential approach is proposed in relation to the release of Green Belt (GB) land:
 
  • First - Previously Development Land (PDL) or ‘brownfield’ in the GB ;
  • Second - Grey Belt (limited contribution, but not National Landscape / AONB)
  • Third - Higher performing Green Belt sites where they can be made sustainable (for example land around train stations).  Where major sites (10+ units) are developed on Grey Belt land, the consultation outlines that they must meet the following ‘golden rules’:
    • 50% affordable housing (with focus on social rent)
    • Improvements to local infrastructure (e.g. schools, GPs)
    • Access to good quality green space
Exceptional circumstances that permit building on Green Belt are now defined to ‘include, but are not limited to, instances where an authority cannot meet its identified need for housing, commercial or other development through other means’. This is a significant shift from the existing version of the NPPF.
If planning authorities cannot meet their needs e.g. for housing without using Green Belt land, the new NPPF requires Green Belt boundary review and to propose alterations to meet local housing need in full unless “the review provides clear evidence that such alterations would fundamentally undermine the function of the Green Belt across the area of the plan as a whole”.  SDC has already undertaken a Stage 1 and Stage 2 review to assess Green Belt performance across the District.
 
It is totally unclear what this means other than every site put forward for consideration may well now have to be re-assessed and developers can be expected at  the consultation stage of the revised draft plan to  put forward schemes that have previously been unsuccessful.  
 
We will update when we have more news, which is likely to be Spring or early summer of  2026.

Latest Road Closures July-Aug 2024

In addition to the on-going gas main replacement work on Oak Lane, please note the following up and coming road closures- helpfully flagged  by Sevenoaks Town Council:

1. BRITTAINS LANE – 31JULY 2024 FOR 2 DAYS

a) The above road will be closed outside Julians Way for up to 2 days between 9:30am and 3:30pm from 31st July 2024.

b) The alternative route is via Oak Lane, A225 High Street, A224 London Road, A224 Amherst Hill and vice versa. 

2. HOPGARDEN LANE – 7AUGUST 2024 FOR 7 DAYS
 
a) The above road will be closed outside Christmas Croft for 7 days from 7th August 2024.

b) The alternative route is via Grassy Lane, Burntwood Road, Ashgrove Road, Hopgarden Lane and vice versa. Pedestrian access will be maintained.
 
3. BRITTAINS LANE – 12AUGUST 2024 FOR 12 DAYS BETWEEN 8AM AND 6PM


a) The above road will be closed between Beaconfields and The Middlings for 12 days between 8am and 6pm from 12th August 2024.

b) The alternative route is via Brittains Lane, Oak Lane, A225 High Street, A224 London Road and vice versa. Pedestrian access will be maintained.

Emergency Road Closure - Ashgrove Road, Sevenoaks - 26th July 2024

Local News 26 July 2024

It will be necessary to close Ashgrove Road, Sevenoaks from 26th July 2024 for up to 5 days.

The road will be closed outside property Old Cross Keys.

The alternative route is via Weald Road, A225 Tonbridge Road, A225 High Street, A224 London Road, Brittains Lane and Vice Versa.

This is to enable emergency gas works due to customer without service to be carried out by SGN.

Enclosed is a copy of the Traffic Notice in confirmation of this.

Local Plan

ARRA flagged that SDC‘s Development and Conservation Advisory Committee were due to consider the Local Scheme at the forthcoming meeting on 11 July. Here is a link to the papers for that meeting, for those interested in the detail:

In essence, an update was given to the Committee in March (see agenda item 3, pages 20 to 23). For the reasons set out at page 134 of the report’s pack (paragraph 8) the Planning Department is now proposing to give the Committee members a further update on progress on the local plan in September together with more reporting on their ‘evidence base’. It now looks as if the draft local plan itself will not be published until December. Under regulations adopted by the last government the latest date for submission would have been 30 June 2025. ARRA very much doubt whether the current government will want to alter that.
